Ability to send tasks to multiple people, but only one can accept it

Similar to the way cleans are sent out. Id like maintenance tasks to be able to be sent to multiple users, and have then accept/decline the task. First to accept gets the work. Or we can use a primary/backup setup. I would set myself up as a supervisor, review the task and then approve of it to be sent out to whoever is set up in auto assignment.
